1. Eligibility
The traveller must be a pass holder [work pass holder and dependant(s)] who have obtained an entry approval from the relevant government agencies to enter Singapore. Singapore Work Pass Holders and dependants must obtain MOM’s entry approval to enter Singapore.
2. Preparation for entry into Singapore

Submit Application | Applicants, including pass holders as well as employers and employment agencies, are to submit an application for MOM’s entry approval here. Applications for travel are open up to 60 calendar days before the planned date of entry into Singapore. Applications should be submitted at least 1 working day from the planned date of entry. If the entry approval request is made by 12 noon on a working weekday, the outcome will be made known on the same day. If the entry approval request is made after 12 noon on a working weekday or on weekends/public holidays, the outcome will be made known on the next working day. Once the application is approved, the applicant will be issued with an Entry Approval via email. The Entry Approval is valid for 30 days from the date of issuance. Ensure insurance coverage | The Singapore Government will no longer cover treatment costs for all pass holders entering Singapore from 1 January 2021, if they develop COVID-19 symptoms or test positive within 14 days of arrival in Singapore. For Work Permit, Training Work Permit and S Pass holders The insurance must meet these requirements:

3. Pre-Departure for Singapore

Pre-Departure COVID-19 PCR Test | Travellers, including but not limiting to LTPHs/IPA holders and short-term visitors, who have spent the past consecutive 14 days to certain countries/regions listed in the Summary Table on SHN and Swab Requirements for Travellers to Singapore here are required to take a COVID-19 PCR test within 72 hours before departure for Singapore at an authorised health centre designated by the Government of a counterpart country/region and obtain a valid negative COVID-19 PCR test result in English. |
Submission of Pre-trip Health/Travel History Declarations and Installation of Mandatory Mobile Applications | Travellers should monitor their health and avoid travelling if feeling unwell. If travellers are fit for travel, they should:

4. Arrival in Singapore

Immigration Clearance and Imposition of Health Control Measures | Travellers can proceed with immigration clearance per normal. Travellers arriving from certain countries/regions listed in the Summary Table on SHN and Swab Requirements for Travellers to Singapore here are permitted to opt out of staying at the SDF, subject to approval by MOM during the entry approval process. |
Transport from Checkpoint to Accommodation | For travellers on self-isolation/serving Stay Home Notice (SHN) at a place of residence/self-sourced (non-residential) accommodation, they must arrange for transport to commute directly from the immigration checkpoint to the declared self-sourced (non-residential) accommodation, adhering to prevailing health measures. The use of public transport is not allowed. For travellers serving SHN at an SHN Dedicated Facility (SDF), dedicated transport will be provided. |
5. Post-Arrival

Self-isolation/SHN | For travellers eligible for on-arrival PCR test with self-isolation until test results are out within 48 hours, they can leave their declared accommodation after they are notified of their negative result and go about their activities in Singapore. For travellers who are required to serve 7 or 14-day SHN at place of residence or SDF, please find more information about serving SHN or serving SHN at dedicated facilities here. Travellers tested positive for COVID-19 will be accorded medical treatment at their own expense. |
Safe Travel within Singapore | All travellers are to abide by prevailing local public health requirements and safe distancing measures and encouraged to use TraceTogether and SafeEntry so that the authorities can identify close contacts to be quarantined if a positive COVID-19 case arises. |
