COMPASS Framework
The Complementarity Assessment Framework (COMPASS) is a points-based assessment used for most Employment Pass applications in Singapore. A candidate generally needs to achieve 40 points, unless the application is exempt from COMPASS.
COMPASS assesses both the candidate and the employer’s workforce profile across four core criteria:
- C1 – Salary: Assesses the proposed salary against the applicable COMPASS benchmark.
- C2 – Qualifications: Assesses the candidate’s educational qualifications.
- C3 – Workforce Diversity: Assesses the candidate’s nationality in relation to the employer’s existing PMET workforce. The score is based on the share of the candidate’s nationality among the company’s PMETs.
- C4 – Local Employment Support: Assesses the employer’s local PMET workforce compared with other employers in the same sector.
For companies with fewer than 25 PMETs, C3 and C4 are each awarded 10 points by default. For companies with 25 or more PMETs, the score depends on the applicable COMPASS benchmarks.
