S Pass Salary Requirements (2026)

S Pass qualifying salaries are age-progressive, meaning the minimum salary required increases with the candidate’s age.

For new S Pass applications submitted from 1 September 2025, the starting qualifying salary is:

  • Financial services: From S$3,800

The actual qualifying salary is higher for older candidates and is benchmarked against the top one-third of local Associate Professionals and Technicians (APT) salaries by age.

From 1 January 2027, the starting qualifying salary for new S Pass applications will increase to:

  • General sectors: From S$3,600
  • Financial services: From S$4,000

S Pass Quota and Levy Requirements

Employers must have sufficient S Pass quota before applying.

The Dependency Ratio Ceiling (DRC) determines the maximum proportion of S Pass holders an employer can employ.

Current S Pass quota limits include:

  • Services sector: Up to 10% of the company’s total workforce

Certain vacancies may qualify for an exemption from the advertising requirement. Employers must continue to practise fair hiring regardless of whether advertising is required.
