Increased Minimum Qualifying Salary: The minimum monthly salary for new S Pass applications has been increased. This ensures that S Pass holders are compensated fairly and are aligned with the top one-third of the local Associate Professionals and Technicians (APT) workforce.
Standardised Levy Rate: The S Pass levy will be harmonised across all sectors to a single, standardised rate.
S Pass Application: Eligibility Criteria
To be eligible for an S Pass, both the candidate and the employer must meet the specific criteria set by the Ministry of Manpower (MOM).
A. For the Candidate:
Fixed Monthly Salary: The candidate must earn a fixed monthly salary that meets the minimum qualifying amount. This amount varies by age and sector.
General Sector: The minimum qualifying salary for a new S Pass is S$3,300. This increases progressively with age, reaching S$4,800 for candidates in their mid-40s and above.
Financial Services Sector: The minimum qualifying salary for a new S Pass is S$3,800, rising to S$5,650 for older, more experienced candidates.
Educational Qualifications: Candidates should hold a diploma, degree, or a relevant technical certificate. The MOM may consider technical qualifications that require at least one year of full-time study.
Relevant Work Experience: The candidate’s work history should align with the job role they are being hired for.
B. For the Employer:
Fair Consideration Framework (FCF): Employers must advertise the job on MyCareersFuture.sg for at least 14 days and demonstrate they have considered local candidates fairly.
S Pass Quota & Levy: Your company’s ability to hire S Pass holders is limited by a quota.
The quota is generally 10% of the company’s total workforce.
The monthly levy for each S Pass holder is a standardized S$650.
The S Pass Application Process: Step-by-Step Guide
The application is submitted by an appointed employment agent WORKPASSS PTE LTD via the MOM’s EP Online portal.
Step 1: Document Preparation Gather all required documents from both the company and the candidate, including passport copies, educational certificates, company business profile (ACRA), and a signed letter of consent.
Step 2: Application Submission The application is submitted online, along with a non-refundable application fee of S$105.
Step 3: Processing & IPA Letter The MOM typically processes applications within 10 business days. Upon approval, an In-Principle Approval (IPA) letter is issued. This letter is valid for 60 days and is a pre-approved single-entry visa for the candidate to enter Singapore.
Step 4: Pass Issuance Once the candidate has arrived in Singapore, the employer must submit an issuance request via EP Online, providing the candidate’s local details and medical insurance. A pass issuance fee of S$100 is paid at this stage.
Step 5: Card Registration & Collection If required, the candidate must register their fingerprints and photo at the MOM Services Centre. The S Pass card is then delivered to the company’s registered address within 5 business days.
