How much is the MOM fee?
- When submitting the S Pass application: MOM cost: $105 fee for each pass
- When getting the pass issued: MOM cost $100 fee for each pass
Note:
- You are required to advertise your job opening on MyCareersFuture and consider all candidates fairly before applying.
- If this is the first time you are applying for an S Pass, you first need to declare your business activity.
- Your company must have an account with the Central Provident Fund Board for calculating your S Pass quota.
- The candidate’s passport must be valid for at least 7 months. The S Pass duration granted will only be up to 1 month before the expiry date of the passport.
- If a candidate is in Singapore with a visit pass that will expire before the S Pass is issued, MOM won’t be able to extend the visit pass.
- You should only bring in candidates when the pass is approved. They don’t need to be in Singapore when you apply and we won’t be able to extend their visit pass.
Submit Application
Submitting S Pass application

- We’ll monitor and check your application status. It may take longer if additional information is required
- Upon S Pass approval, We will send you the in-principle approval (IPA) letter and the pass holder’s copy of the IPA to the candidate. The IPA gives you 60 days to bring the candidate to Singapore and get the pass issued.
The IPA:
- Has a pre-approved single-entry visa for the candidate to enter Singapore.
- States whether the candidate needs to go for a medical examination, which can be done after arrival in Singapore
Arrange For Candidate's Arrival
After S Pass approved
- Complete these steps to prepare for your workers’ arrival in Singapore.
You should only bring in candidates when the pass is approved. They do not need to be in Singapore when we apply, and MOM will not be able to extend their visit pass.
Before candidate’s arrival
- Buy medical insurance, work injury compensation insurance (if applicable) and Primary Care Plan (for those staying in dormitories or work in Construction, Marine shipyard or Process sectors) for them.
- You must declare that you have bought the Primary Care Plan before the S Pass can be issued.
Upon candidate’s arrival
- Send them for medical examination by a Singapore-registered doctor, if applicable. Â

Request for issuance of pass
When: Within 60 days of in-principle approval
The candidate must be in Singapore when WORKPASS carry out these steps to get the pass issued:Â
- We’ll issue the pass upon receiving the required information and documents from you
- Once the S Pass is issued, We will email you the notification letter. The notification letter is valid for 1 month from the date of issue and:
- Allows the candidate to start work and travel in and out of Singapore while waiting for the S Pass card.
- States if the candidate needs to have their fingerprints and photo taken for the card registration.
NOTE: If the candidate needs more time to complete the card registration procedures, we can assist to request to extend the validity of the notification letter.
Documents Required
We will need the following information to get the pass issued:Â
- Passport details
- Singapore contact details
- Medical insurance details
- Completed medical examination form. If certified fit to work, buy the Primary Care Plan for those who are required to have it.
- Work injury compensation insurance details
- Current Short-Term Visit Pass (STVP) or immigration pass details
- Singapore residential address, which must meet the housing requirements for you to get the pass issued.Â
- Singapore residential or office address to receive the candidate’s card
- Details of up to 3 authorised recipients to receive the card (their mobile number, email address and NRIC number / FIN/passport number)Â
We may also need to upload PDF copies of these documents:
- Passport page showing the date of arrival in SingaporeÂ
- Completed medical examination form or medical declaration form
- Completed declaration form (attached to the candidate’s in-principle approval letter). The employer’s declaration of the form should be signed by an authorised human resource personnel, or an employee holding at least a managerial position.
NOTE: If you need more time to get the pass issued as your candidates are waiting for their medical results, we can assist to extend their STVP within 1 week before the STVP expires and upload the doctor’s memo stating the medical results collection date.
Example:Â If the STVP expires on 10 February, please only submit the request from 3 February.
Card Registration
Thumbprint and photo taking for S Pass card
We’ll make an appointment for the worker to register. (If applicable)
- When: Within 1 week after pass is issued
Place: MOM Services Centre – Hall C.
For the appointment, the candidate should bring:
- Original passport
- Appointment letter
- Notification letter
Receiving Card
S Pass card deliveryÂ
When: Within 5 working days after registration or document verification
MOM will deliver the card to the given address within 5 working days after the candidate registers and gets documents verified at EPSC.
If the candidate does not need to register, MOM will deliver the card within 5 working days after checking the documents.
The authorised recipients will get an SMS or email with the delivery details at least 1 working day before the delivery.
FAQ
Consider all candidates fairly before you apply for an S Pass
- Before applying for an S Pass, you must advertise the job on MyCareersFuture and consider all candidates fairly. This is expected of all employers.
- The advertisement must be open for at least 14 consecutive days to allow job seekers to view and apply for the vacancy. This also applies if you repost an advertisement that has closed.
Exemption from the advertising requirement
All employers must practice fair hiring even if their job vacancies can be exempted from advertising.
For practical reasons, you are not required to advertise on MyCareersFuture if any of the following applies:
- Your company has fewer than 10 employees.
- The fixed monthly salary for the vacancy is $20,000 and above. (Note: From 1 September 2023, the salary threshold will be raised to $22,500, which is benchmarked to the top 10% of EP holders)
- The vacancy is short-term, i.e. not more than 1 month.
- The role is to be filled by a local transferee, i.e. an existing employee from your company in Singapore transferring to another related branch, subsidiary or affiliate in Singapore.
The S Pass is for mid-skilled foreign employees (e.g. technicians) who meet these criteria:
- From 1 Sep 2022 for new applications
- From 1 Sep 2023 for renewals
All (except financial services)
- Earn a fixed monthly salary of at least $3,000. (increases progressively with age, up to $4,500 for those in mid-40s)
- Have a degree or diploma. MOM may consider technical certificates, such as courses for qualified technicians or specialists. The certification should require at least 1 year of full-time study.
- Have relevant work experience.
Financial services
- Earn a fixed monthly salary of at least $3,500. (increases progressively with age, up to $5,500 for those in mid-40s)
- Have a degree or diploma. MOM may consider technical certificates, such as courses for qualified technicians or specialists. The certification should require at least 1 year of full-time study.
- Have relevant work experience.
Application for an S Pass is open to all nationalities.
- Note: You cannot employ foreign workers to work at a food stall in a hawker centre, coffee shop or food court. Such operations are small scale and should be crewed by owners or family members.
Changes to S Pass levy rates
The S Pass Basic / Tier 1 levy rate will also be raised in three steps, as follows:
- FROM 1 SEP 2022: Change from $330 to $450
- FROM 1 SEP 2023: From $450 to $550
- FROM 1 SEP 2025: From $550 to $650
There are no changes to the levy for Tier 2 S Pass holders, which will remain at $650.
