Comprehensive Guide on Applying for Work Passes in Singapore

As a leading employment agency specializing in foreign worker recruitment, WORKPASS PTE LTD offers vital insights into the diverse range of work permits and visas available in Singapore, along with valuable guidance on the recruitment process for hiring foreign workers.

Eligibility Criteria for Work Passes (Key considerations for 2025):

  • Qualifications & Experience: Must be relevant to the job role.
  • Minimum Salary Requirements: Adherence to updated benchmarks (e.g., EP minimum salary 2025: $5,600 for new applicants in non-financial services; S Pass minimum salary 2025: $3,300 for new applicants in non-financial services, progressively higher with age).
  • Employer Sponsorship: Required for most passes.
  • Compliance with Industry-Specific Regulations: Especially for sectors like construction, marine, and process.
  • Clean Immigration & Employment Record: For both applicant and employer.
  • COMPASS Framework (for EP): From January 1, 2025, new Employment Pass applications must score a minimum of 40 points under the Complementarity Assessment Framework. We can help you understand the COMPASS framework in detail.

Work Pass Application Process:

  1. Determine Eligibility: Check the specific requirements for the work pass you’re applying for, considering the latest MOM guidelines.
  2. Prepare Documents: Gather necessary documents, including educational certificates, employment contracts, passport details, and any supplementary documents required by MOM or COMPASS.
  3. Submit Application: Apply online through the Ministry of Manpower’s (MOM) EP Online portal or through an authorized agency like WORKPASS PTE LTD.
  4. Await Outcome: Processing times vary (typically 10 working days, but can be longer for complex cases or appeals).
  5. Issuance of Pass: If approved, the In-Principle Approval (IPA) will be issued, and the applicant can then proceed to complete formalities and commence work in Singapore.

Renewal and Cancellation of Work Passes:

  • Work passes are typically valid for one to two years and can be renewed if the applicant still meets the current eligibility criteria (including updated salary benchmarks and COMPASS for EP renewals from 2026). Learn more about Employment Pass, S Pass and Work Permit Renewals.
  • Employers must notify MOM of any changes in employment status or personal details of pass holders promptly.
  • Passes may be canceled if the holder no longer meets eligibility or violates Singapore’s laws.

Understanding Key Work Pass Types in Singapore

Before beginning work in Singapore, all foreign individuals must possess a valid work visa. If you recruit foreigners to work in Singapore, it’s crucial to ensure they hold the correct and valid work pass.

Learn which pass is right for you, if you’re eligible, and how to apply, renew, and cancel work passes:

Allows semi-skilled foreign workers from approved source countries to work in specific sectors (e.g., Construction, Manufacturing, Marine Shipyard, Process, Services). From July 1, 2025, the maximum employment age for Work Permit holders will be raised to 63, and the age limit for new applications to 61. Additionally, the employment duration cap will be removed. From June 1, 2025, Bhutan, Cambodia, and Laos are added to the list of Non-Traditional Sources (NTS) countries. From September 1, 2025, roles like Heavy Vehicle Drivers, Manufacturing Operators, and general Cooks will be added to the NTS Occupation List (replacing “Cooks in Indian restaurants”).

Allows mid-level skilled staff to work in Singapore. From September 1, 2025, the minimum qualifying salary for new S Pass applications (non-financial services) will increase from $3,150 to $3,300 a month (increasing progressively with age, up to $4,800 at age 45 and above). For the financial services sector, it rises from $3,650 to $3,800 (up to $5,650 at age 45 and above). The S Pass Tier 1 levy rate will also be increased from $550 to $650 from September 1, 2025, harmonizing with the Tier 2 levy.

Allows foreign professionals, managers, and executives to work in Singapore. From January 1, 2025, new Employment Pass applications must meet a minimum qualifying salary of $5,600 a month (non-financial services, progressively increasing with age up to $10,700 at 45 and above) and satisfy the COMPASS framework with a minimum of 40 points. Financial services have higher benchmarks (minimum $6,200).

Allows legally married spouses and unmarried children (under 21, including legally adopted) of Employment Pass or S Pass holders to join them in Singapore. DP holders still generally require an applicable work pass (EP, S Pass, or Work Permit) to work in Singapore, rather than a Letter of Consent (LOC), since May 1, 2021.

For common-law spouses, step-children, or disabled children of an Employment Pass or S Pass holder. Pass holders earning over $12,000 can also apply for parents. LTVP holders typically need a separate work pass (EP, S Pass, or Work Permit) to work in Singapore, unless they are eligible for a Pre-Approved Letter of Consent (PLOC) as LTVP holders sponsored by Singapore Citizens or PRs.

Primarily for Dependant’s Pass holders who are business owners in Singapore. While most DP holders now require a full work pass (EP, S Pass, or Work Permit) to be employed, an LOC is still relevant for DP holders who own businesses and meet specific criteria. LTVP holders married to Singapore Citizens or PRs may also be eligible for an LOC under specific conditions.

More information on the hiring procedure/process for foreign workers on Work Permits (semi-skilled and unskilled) engaged in manufacturing, construction, maritime, process, and service industries in Singapore. While there’s no minimum wage for Work Permit holders, requirements vary significantly by industry, and employers must adhere to quota and levy regulations (which continue to evolve in 2025).
